تمكين ذوي الإعاقة من المشاركة المجتمعية في ضوء الدراسات الإسلامية

إن فئة ذوي الإعاقة تمثل جزءًا مهما من المجتمع؛ لذلك جاءت أحكام الشريعةِ الإسلاميةِ بكلِّ معاني الرحمة، والسماحةِ، والرفقِ بذوي الإعاقة، فجاء هذا البحث يسلط الضوء على مكارم الأخلاقِ في الشريعة الإسلامية؛ فإن لها مكانة ًكبرى، ومنزلةً عظمى، ولها علاقة بالعقيدة، والعباداتِ، والمعاملاتِ، وأن التزام المسلمين بهذه المكارمِ يُعَدُّ من أعظم عوامل الإحسان إلى ذوي الإعاقة، والعملِ على سرعة دمجهم وتمكينِهم في مجتمعاتهم.
لقد حظي أصحابُ الإعاقة باهتمام كبيرٍ عبر التاريخ الإسلاميِّ؛ فجاءت أقوالُ المفسرين وشراحِ السنة بضرورة الإحسان لهم، والرفقِ بهم، وتحريمِ الاستهزاء والتنمرِ بهم، وعدمِ التنابز بالألقاب، وقد ترتب على ذلك أن كثيرًا من المعاقين بلغوا منازلَ عاليةً، وأصبحوا في طليعة المجتمع، فكان منهم العلماءُ، والأمراءُ، والقادة، ولم تقف إعاقتُهم حجرَ عثرة أمام نجاحِهم ونبوغِهم.
بناء عليه؛ فإن تمكين هذه الفئةِ في المجتمع هو مطلبٌ شرعيٌّ، لذلك وجب على المجتمع كلِّه أن يأخذ بأيديهم، ويحرصَ على رعايتهم ماديًّا ومعنويًّا، ويقدمَ التسهيلاتِ الاقتصاديةَ، والاجتماعيةَ، والطبية، ويعملَ على رعاية مواهبِهم وتحفيزِهم، وتطبيقِ الأحكام الشرعيةِ الخاصة بالرحمة بهم ومساعدتهم، ويفيدَ من مجهوداتهم ومواهبِهم.
People with disabilities represent an important part of society. Therefore, the provisions of Islamic law came with all the meanings of mercy, tolerance, and kindness towards people with disabilities. This research came to shed light on the noble morals in Islamic law. They have a great status and a lofty position, and are related to belief, worship, and dealings. Muslims’ commitment to these noble morals is considered one of the greatest factors in benevolence towards people with disabilities.
And working to quickly integrate and empower them into their communi-ties. People with disabilities have received significant attention throughout Islamic history. Commentators and commentators of the Sunnah have em-phasized the need to be kind to them, treat them with compassion, prohibit mockery and bullying, and refrain from using name-calling. As a result, many people with disabilities have attained high positions and become lead-ers in society, including scholars and princes.
Their disability did not stand in the way of their success and brilliance. Therefore, empowering this group within society is a legitimate requirement. Therefore, it is incumbent upon society as a whole to support them, ensure their material and moral support, provide economic, social, and medical facilities, nurture and motivate their talents, implement the Sharia provisions regarding compassion and assistance, and benefit from their efforts and talents.
